REGISTRY PROGRAM GENERAL INFORMATION

The Registry Program works closely with staffing agencies and participating facilities to establish working relationships that enhance customer service, patient care, and create more effective staffing alternatives. The Program allows for more efficient use of the supplemental staffing resources available in Arizona by working with agencies and hospitals to determine scheduling options for personnel based on availability.

The Registry Program contracts with supplemental staffing agencies for local per diem, travelers, and allied health personnel. These three programs are currently under a three year contract for each separate program. In November, 2008, the three programs will be combined under one contract, with separate amendments for each program.

Requests for Proposals (RFPs) will be sent out to all staffing agencies who are currently participating in the Registry Program, as well as new agencies who have requested RFP information. RFPs for the new contract year will be sent out by the first of September, 2008.

The AzHHA Service Corporation carefully screens the staffing agencies to determine whether they meet the quality criteria described in the Request for Proposal. While many facilities required similar criteria and standards of staffing, the Registry Program is one of the only organizations in the country to establish an ongoing system to validate compliance with these standards through on-site audits. These audits include: verification of the contracted agencies staffing personnel’s records through education, work experience, skill level and references, including the most recent acute care hospital employment.

Under the Registry Program, agencies are also required to establish and monitor annual performance evaluation systems for their personnel that include in-service programs in such areas as fire, safety and infection control. All agencies are required to maintain professional liability insurance with adequate levels of protection to cover their employees who are working in participating institutions.

Participating institutions have representation on the Contract Award Committee that actually select the agencies. The committees actively participate in monitoring the program usage and quality review audits. Participating institutions also use a standardized performance evaluation form, which provides valuable feedback to contract agencies regarding their personnel they supply to participating institutions.
